This is Dilbert Cletington.
He is the Happy Town Foosball team mascot, the Foosing Rabbit. Dilbert thinks it brings the team good luck to steal carrots out of farmers gardens the night before big foosball games and let the player(s) eat them to give them strength and agility of rabbit! They turn the knobs much faster and gain much ball control with carrot power!
He usually does this without need of pants power, however, not tonight tho.
